As this developed, Board Member Venzencio “Benjie” Arcamo made his valedictory speech during the regular session of the Sangguniang Panlalawigan on Friday as he, after having acted as Vice Governor, bade farewell to his colleagues.

In several occasions, Arcamo also stood as Acting Governor, especially at the time when Gov. Edgar Chatto had to be confined in the hospital last month.

Arcamo said he has learned a lot during his tenure as Acting Vice Governor.

Arcamo gave citations to three of his colleagues: Abeleon Damalerio, Elpedio Jala, and Tomas Abapo Jr.

He cited the three for their support during his tenure as Acting Vice Governor.

Capitol Consultant on Health, Cezar Tomas Lopez, will also go back to work after having served his suspension for nine months as stated in the order.

Balite, who tried to hold off the suspension, was unable to get an extension of the temporary restraining order.

He, together with some government officials were ordered suspended from the service in after being indicted by the Ombudsman in a case related to the purchase of heavy equipment which the provincial board approved in 2006 and 2009.

The resolutions gave permission to then Bohol Gov. Erico Aumentado to purchase heavy equipment for the province worth at least P160 million using letters of credit (LC).

Such mode of transaction has disallowed the use of LC, but later guideline allowed the use of LC for government transactions.
