Tubigon LGU gets P2.5M ECCD center

Early Childhood Care and Development Council (ECCD) has turned over to the Municipality of Tubigon the national child development center.

The center, with funds from the ECCD, amounting P 2,449,710.01, is located at the New Government Center, Potohan, Tubigon, Bohol.

Tubigon is among the nine beneficiaries in the province of Bohol.

The center was officially turned-over to the municipality last January 18, 2018.

The ceremonies was attended by the town officials headed by Mayor William R. Jao and Vice-Mayor Virgilio C. Fortich together with the Executive Director of ECCD Council, Dr. Teresita G. Inciong and her team, Isabelo “Tatay Billy” Tongco, the Executive Assistant of the Governor, Day Care Workers and invited guests.


Engr. Noel C. Mendaña, the Municipal Planning and Development Coordinator informed the crowd how the project came to Tubigon.

Sometime in 2015, ECCD Council invited Tubigon together with the other municipalities of Bohol for the orientation of the upgrade of the executive programs which was known as Early Childhood Care and Development Program.

In that gathering, it was explained the mandates of the program and part of it was the granting of this facility.

One of the criteria for the local governments to receive this kind of facility was to show the intent, the willingness to accept and provide funding counterpart and personnel.  Without hesitation the local government submitted its letter of intent to the office of Director Inciong.  It took eight months for the construction because of some unprecedented circumstances that cause the delay of the project.

On the other hand Director Inciong clearly emphasized that this project would not be realized without the joint effort of the mayor and the members of the sangguniang bayan.  This is not a one shot affair and the leadership of the town officials’ made a great impact on the realization of this program.

The objective of ECCD is to nurture the child’s physical emotional, social and mental development at an early stage.  ECCD look into that early childhood is the learning episode of the child.  This program is anchored to the 1000 days of the formative years of the child while catching the developmental connections of the neurons to the brain.  This is the appropriate time to give them the right care to prepare them for schooling with right attitudes and habits.

The center is an avenue for learning and a laboratory wherein new technology of teaching will be conducted to 0-4 year children.  It is also an area for convergence for the development of the children.  Learning resource pockets will be introduced and technological assistance will be provided to the child development teachers.  They are not called day care workers anymore they level up to child development teachers.  Part of the program is to capacitate the child development teachers and they will be gathered in one venue outside of their usual atmosphere.

The municipality expressed its profound appreciation to ECCD Council for the continuous partnership in delivering an effective service to the public.   Investing the human capita is one way of eradicating poverty and doing interventions on their formative years can modify inequalities rooted poverty as well as social, religious or gender discrimination
